Can cable run through switchboard?

I have an existing switchboard, one of section of switchboard has two 1200A service switch. One of them is 1200A switch with 800A fuse and 2 set 600Kcmil run underground feed meter bank. Now, I want to use new 1200A fuse instead that 800A fuse and feed a 1200A panelboard, and in new 1200A panelboard, I have a 800A switch fuse to run 2 set 600Kcmil back to switchboard section, and connect with old existing feeder that was feed meter bank.
Question: Can I do that? 312.8 sounds like I can do that. and 408.3 (A)(3) sounds like if I can have barrier to divide them, then I can do that.

But someone told me I can not do that. So I want to know if I miss anything.

408.3(A)(3) seems to prohibit what you are suggesting. I don't see the exception as a workaround.

Exception: Conductors shall be permitted to travel horizontally
through vertical sections of switchboards where
such conductors are isolated from busbars by a barrier.

This exception sounds like I can run conductor into this section with a barrier. I am not sure if I misunderstand it.

Maybe I'm misunderstanding what you are trying to do. It sounds like you want to run a feeder from a panelboard into a switchboard and splice into an existing feeder which then leaves the switchboard...the feeder won't terminate in the switchboard at all.

I read the exception as saying if the feeder terminates in section 1, you can run horizontally through another section if for instance the feeder entered the switchboard in section 2. I don't read that as removing the requirement to terminate in a vertical section.

That is what I mean.
