Can I use a split nut connector to splice #4 ground wire that was cut by vandals

I have a customer who purchased a foreclosed property that vandals cut #4 stranded ground wire where it was clamped to the water meter. Can I use split nut connector to splice them together

What do you mean ground wire, if you're referring to a grounding electrode conductor then as Old Man Chief stated the splice must be irreversible. If it's a bonding jumper then irreversible is not required.
 
And a connection to the water line of the house will be a GEC if the underground pipe feeding it qualifies as a ground electrode (long enough metal) and a bonding jumper if it does not qualify.
