Can I temporarily wire something in a Class 1 Div 1 area using TC-ER-HL if I need to zip tie it or would it have to be Armor Clad if I do it at all? I would rather have a permanent fix but I am just wondering because it is outdoors and I have no cable tray if I am even allowed to do this? Also, I looked at Type P and it doesn't clearly state if it can be outdoors can someone help clarify that for me.

There are two answers:
1.) It may be temporary, but the wiring method must still be compliant with Section 501.10(A). See Section 590.2(A).
2.) The work is done under a "Hot Work" permit. This is essentially temporarily reclassifying the location. See Section 590.2(B).

Depending on location and lots of other variables, SO is used heavily on drilling platforms for temporary uses.
Check with the AHJ and see what they want to see.
Tray cable doesn’t have much of a sheath on it for physical protection and I haven’t seen it ran like MC-HL which sounds like what your doing between this and another post.
