Can other systems be installed with conductors in handholes?

A customer wants me to design a system with power conductors and pneumatic air tubing in separate conduits, but using the same handholes. I'm aware of NEC Article 300.8, which forbids putting them in the same raceway or cable tray, but is there anything in the NEC that forbids routing them through the same handholes?
 
When I think of a hand hole I think of something like the removable cover on the bottom of a street light.

If you are asking can a conduit and a pneumatic tube run through the same big hole in a piece of metal or wood, the answer is yes.

Right or wrong, I also use "hand hole" as a generic term for a quazite box, or a similar in ground box, often with an open bottom.

The NEC agrees with you.

Handhole Enclosure. An enclosure for use in underground
systems, provided with an open or closed bottom, and sized
to allow personnel to reach into, but not enter, for the purpose
of installing, operating, or maintaining equipment or
wiring or both.
 
110.27 Guarding of Live Parts. (A) Live Parts Guarded Against Accidental Contact. Except as elsewhere required or permitted by this Code, live parts of electrical equipment operating at 50 volts or more shall be guarded against accidental contact by approved enclosures or by any of the following means: (1) By location in a room, vault, or similar enclosure that is accessible only to qualified persons. (2) By suitable permanent, substantial partitions or screens arranged so that only qualified persons have access to the space within reach of the live parts. Any openings in such partitions or screens shall be sized and located so that persons are not likely to come into accidental contact with the live parts or to bring conducting objects into contact with them. (3) By location on a suitable balcony, gallery, or platform elevated and arranged so as to exclude unqualif ied persons. (4) By elevation of 2.5 m (8 ft) or more above the floor or other working surface.

Not sure if insulated conductors are considered live parts.
