I'm not sure but with the metal strips I'm thinking some kind of thermostat or thermal overload? The box looks newer than the guts and the old romex.

I don't know about timer. I can't see anything that looks like a clock adjustment.

The striped wire leading up through the center of the apparatus looks like an old high temp fixture wire.

Maybe this is a thermally activated relay? A thermostat controlled power relay for a load like electric heat?

Al,
You may have something there. Did anyone notice the old tar and silver cable entering the device on the top left? One black, one white that appear to be capped together under one red wirenut. They look to be #10, which would be consistent with a baseboard heater.
Just a thought.

Is the romex entering the panel in 3/4" EMT connectors and siliconed?......I can't tell. "I know this has nothing to do with the OP"

Nope, I believe that those are an older version of MC cable connectors. They may be an old version of romex connector, not sure.
I have used MC connectors that looked just like those, but I haven't seen any like that in years.
