I Know this might sound stupid to some people,
we ran into the situation where the Soil is super rocky so were not able to place our posts for the ground mount.
the alternate locations has to run through small mountain there is no way we can trench that. so under what condition Overhead lines can be run.
is it allowed by AHJ and POCO??

There is no code difference between solar and any other application when it comes to wiring methods outside of arrays. (690.31) Look up the applicable code sections for overhead wiring. My only other thought is to make sure you don't shade the arrays with any poles for overhead wires.

The Code does not specifically require burial of wiring.

We have ground-mount PV systems on capped landfills where you cannot penetrate the membrane. Concrete ballasts set on grade are used for support and securing the PV system and wiring. Cable Tray is used for wiring support between rows.

There are many options with Unistrut for support. PVC-Coated RGS is an option if your concerned with 344.10(A) & (B)

Where there are areas we can not "dig" to lay underground utilities, they are laid on grade and covered with fill to required depth.
