can we use romex for clubhouse building Type V-B (Wood construction-non-fire rated)?

Depends on the occupant load. If it's over 100 then it's an assembly and you may not use Romex.
518.4(B) says you can.
That only applies to non fire rated portions of the building ie: offices, closets, bathrooms, etc. The main halls/areas cannot have NM.
Regardless of construction, if it is a room that has an occupancy of over 100 NEC considers it a place of assembly.It is my understanding that a Type V-B building does not have any fire ratings. But I could be wrong.

That said, chances are the building code also considers such places as a place of assembly and requires fire ratings as well, so if not constructed with fire ratings there likely is building code violations.
I see what you are saying. Any idea how long 518.4(B) has existed? I know years ago we always used 518 approved wiring methods in old buildings that did not meet current construction ratings that otherwise had occupancy of 100 or more. Pretty sure inspectors wouldn't let us use NM or PVC in those either. Might just have to look in some of my older code books when I get a chance.I understand it is a place of assembly. 518.4(B) allows NM cable in places of assembly where the building is non-rated construction. Informative Annex E on page 849 of the 2014 NEC indicates that a Type V-B ("000" according to the cross reference chart on page 850) building is non-rated construction. So NM cable could be used.
