Can wiring on ungrounded circuit be replaced?

Hello. First time poster, but I have learned a lot from this forum and found the answers to many questions. So thank you for all of that!

According to NEC, can a length of cable be replaced on an ungrounded circuit? For example can the cable between two junction boxes on an old (1950s) branch circuit be replaced with modern Romex? Would this be considered extending or modifying the circuit?
