Can wooden slippers for crane (crane mat) substitute high resistivity surface layer?

We have a scenario on one of our projects. The project grounding is designed with high resistivity surface layer (in the final configuration).

Due to ongoing construction activity, final grading and hence the surface layer is not completed. We would like to energize the plant. The surface layer is placed everywhere except where the crane mat. Crane can not be moved as construction in some areas still going on.

Crane is sitting on wooden slippers. Wood has very high resistivity (higher then surface layer of 3000-5000 ohm meter). Can the wooden slippers serve the same purpose of providing high resistivity surface layer until the construction activity is completed?

Any thoughts and suggestions will be appreciated.
