can you place a box within a box

recently we were told we had to get rid of our fed pacific panel box due to its age. The box measures 59" x 16". The box that is in is recessed. When we went looking for a new box all we found were boxes that were 39". There is a 6" depth in the old box. Can we remove all of the old boxes "guts" and place the new box within the olds (it has a 4" depth) and just wire the box up? We have kids and wanted to make it even safer.

If so, do we add an additional cover (from the new) or just use the olds cover and leave all the wiring as though it was a single box in the wall.
