can you point me to a programmable lighting controller?

21 unit apt. complex w/ photocells on the roof.

management wants something on the ground because maintenance crew can't go on the roof.

i'm looking for a low cost programmable lighting controller; 120v, 20A.

it doesn't necessarily have to be capable of daylight savings, etc. . but a simple program change for this would be nice.

i installed something similar in a residence awhile back, but it was a battery operated programmable wall switch. i need something that uses 120v to power it w/ battery backup.

any suggestions?
