Can you use both 220.61(B)(1) AND 220.61(B)(2)?

My test prep class (online) said to use BOTH but the wording in the code says "...shall be permitted to have an additional demand factor of 70 percent applied to the amount in 220.61(B)(1) OR portion of the amount in 220.61(B)(2) determined by the following basic calculations:"

Why would he apply both to a calculation when the code says "OR"?

You can calculate both, you use whichever suits your needs/desires, but you don't use both?
