can you use surface mounted kit to install a 2x4" in a grid drop ceiling?

New grid drop ceiling going to be added at same height as the old one. (see attached picture) they have already removed the grid drop ceiling and they plan on removing the 1x4' surface lights. Unfortunately i can't recess the light in the grid as there is no space above it as it has insulation and duct almost right above the grid drop ceiling. Would surface mounted kit to install a 2x4" led light fixture be a good option for this scenario? They want the 2x4'. Thank you
