I am looking at a set of contract drawings that references NEC Article 680 for a condo pool in Florida. I have seen several web sites that go into the electrical details. None mention emergency phones. I was wondering if this is even covered by the NEC. If I am barking up the wrong tree please let me know. I guess I should be questioning the local government inspectors to see what they require.

I don't think it is a NEC requirement to have any phone at all near a pool. Might be in some other code, or a specification.
 
I agree that this is not an NEC requirement.

If the area is identified to be an "area of rescue" or "area of refuge" it will have emergency communication equipment requirements sprinkled among NFPA 72, NFPA 101, IBC and IFC.

Can I guess that you have phones in the stairwell landings?
