Please tell me if I have the right understanding of capacitive reactance and inductive reactance.
capacitive reactance is the opposition of any change in circuit voltage.
inductive reactance opposes any change is circuit current.

You have the relationships correct.
 
Both oppose any change in voltage. With capacitive reactance (in the pure state, no resistance), the current leads the voltage by 90 degrees. With inductive reactance, the current lags the voltage by 90 degrees.
