Yes. The resistance phase to phase should be infinite, and the capacitance phase to phase should be within a certain percentage. The manufacturer should be able to give you the tolerances (i.e., how close is relatively close enough).

Resistance values and test vaules depend on the voltage rating of the cap, check with manufacturer or table 100.1 in NETA MTS. I think the tollerances are about +/1 5% of capacitances but vary from manufacturer.
