Yes, virtually all electrical motors do; commercial garages are no exception. However, depending on the method of wiring, the disconnect may be provided in many ways. See CEC (California Electrical Code) Art 430, Part IX beginning with Section 430.101.
Yes. Where can it be located is dependent on some additional information. Most such lift applications however it must be "within sight" of the lift. If panel it is supplied from is within 50 feet and within sight then the branch circuit device could be the required disconnecting means.
