Cannot answer for Hawaii codes (wished I had that problem), but genneraly you only have to use plenum cable if it is in a plenum.

The 2002 code now separates plenums from other envirinmental air spaces. See Article 300.22 (B) and (C). Though the CAT5 and coax that you inquire about is not subject to Chapter 3, it is well to note the distinction. If you are installing it in either of these areas a plenum rated version should be used. See the table in Article 800.50 and go to the referenced Articles.
