Why is cat 6 double the labor in NECA MLU to pull free air as opposed to pulling in conduit? Is it because no supporting is required when pulling in conduit?

cause if there is a raceway, with a string in it, you just hook it up and go?
with free air, you are snoodling it across tbar, etc....
