Since indoor/outdoor Cat5e cable doesn't need a conduit, can it be installed in regular PVC tubing as an extra measure to protect it from abuse without being in NEC violation?

There may be some issues with the PVC tubing though, especially if it passes through areas that require fire resistant materials.
