My ww utility had the test stations in the road. They never get checked. I would put at edge or road in a concrete hand hole

That would be a question for the unit of government that is responsible for the road. At the very least the enclosure would have to be "traffic rated". It could very will be that you will not be permitted to install the test station in the road.
