I see no reason that the NEC would be concerned in any way with the installation of perforated PVC pipe. Other codes might.
For example it might form a path between classified and unclassified areas, but if it is not a raceway the NEC does not tell you what to do with it.

What is the cathodic protection actually protecting? There is some buried galvanized steel pipe shown in the drawing. Depending on how the galvanized pipe is finally coated it can be self healing without a cathode.
