Panels can be as high as you want.
The handle of a breaker must be 6' 7" or less.

It can be from ground level to the highest point of a breaker handle being 6'7", the panel enclosure itself can be as high as it needs to be, see 404.8
Article section 550.32(F) does have a minimum height of 2'.
