Are CE Listing acceptable in place of a UL Listing?

CE is not a listing in the same manner that UL is. So in general they are not interchangeable.

The CE mark can be displayed on a product if the manufacturer declares that it meets the CE requirements. There is no independent testing required, so CE is not generally accepted instead of UL. CSA, ETL, and FM approval are generally accepted instead of UL because independent testing is performed. I can't remember the last time I saw a commercial or industrial product that had ETL, CSA, or FM labeling without UL approval though.

I can.... Some silly intumescent covers for recessed cans intended to cover 1 hour fire rating. ETL I think - but not UL.

Some are UL - some are whatever test lab they could get it through????

I think that depends on who is accepting it?
