CEE accessibility?

Installation consists of a duplex, with a rebar turned up in the interior wall of one unit. A #4 has been routed to each service location. Any thing wrong with this or does this still meet requirements of 250.64(D) and 250.68(A). Also being a duplex, would 230.72 come into play as SER cables are routed from opposite sides of the structure to interior panel locations in each unit. Thanks for any insights to this unfolding dilemma.
 
The connection to the CEE needs to be accessible unless it's buried in the concrete. I'm assuming that the SER cables are feeders?

Yes sir; they’ll be accessible, just one will be accessible through another’s unit as the rebar stubs up in one location in one of the two units. That is correct , the SER cables are feeders . The way it is roughed in each duplex will have it’s own meter base and exterior service disconnecting means they’ll just be on opposite sides of the structure. There is a demising wall separating the two units . Will that justify the disconnects being located on opposite sides? Thanks.
