CEE and Ground Rods and Water Main?

I'm wiring a new home. My first in a very long time. There will be 20 feet of rebar in the footing so I will run a #4 copper to it. The water main will be nonmetallic so no reason to go the the water meter. I will connect to the water piping system if they run any metal pipe.

My questions are:

Do I have to install the ground rods to supplement the CEE?

If the water main were metal and I connect a GEC to it and the CEE could I skip the rods?

If they don't run any metallic water pipe in the house how do I bond the water?

Water pipe electrode is the only electrode that requires a supplemental electrode, if CEE or building steel are present they do supplement the water pipe, if no other electrodes are present rods are usually chosen because they are least cost and simple, but you could use other "made" electrode(s) if you wish.

You don't have to bond the water, you have to bond a metallic water piping system if there is one.
