Ceiling mounted downward receptacle lighting

Is it code requirement for twist lock receptacle in commercial/industrial setting for lighting that is not hard wired to be a twist lock configuration. 20 ft ceiling. 120v. I say either hard wire or twist lock. Why put standard receptacle with chance of falling out.
If so is there section and article besides 406
