Cell tower

I have cell tower site monopole with antennas for cell phones. The site has AC panel powered by 120/240V single phase. The AC panelboard one of the branch circuit breaker with load of 14kva, 240V AC single phase powers cabinet which has charging DC batteries, possible rectifiers.

The branch circuit breaker size provided is 100A while full load amps would be 58A. The reason provided for oversized breaker is inrush and charging currents at worst case via connected battery in the event of prolong power outage depleted battery.

Is this in NEC 2014 or anyone familiar with the inrush current of battery or situation above?

It doesn't matter if the load is smaller than the breaker it's tied to, it only matters that the wire is sized appropriately for the breaker it's tied to.
