After installing the solar panels and wiring, the procedure of connecting the transfer switch of the system to the public utility power grid requires this be performed by a "Certified Electrician". What exactly do they mean by "Certified Electrician"? Certified by whom? Would recieving a certificate for completing a course for an electrical classification from a branch of the armed forces be considered certified? Or do they mean a licensed journeyman electrician? Thanks for your time.

I can only guess that the manufacturer, not knowing how many different places the equipment might be installed, is simply requiring that the installation be performed by a person who has whatever licenses or certifications or training or whatever else the authority having jurisdiction over your area would require a person to have, in order for that person to be allowed to do that kind of work. That will vary from state to state, and from city to city. You will have to check with the licensing authorities in your area.

That appears to be the question, and to whom the question should be addressed.

The only problem is that you need to find out whom you need to ask whom.

The manufacturer is probably covering thier butts for liability issues.
When tying in, it depends if it is before or after the main disconnect, and if you are feeding back into the grid. If you are feeding into the grid or its before the main, ask the POCO what they require.

IMO we are over thinking this, I agree with Charlie B.

certified is substantially different than licensed.

licensed means permission has been given to perfrom some task. certified implies some entity has determined that an individual has some level of competance or other feature.

I see this kind of mangling of the english language all the time.

My guess is they want you to hiure someone competant to make the transfer switch hookup. This is a good idea in my opinion.

why not just contact the manufacturer who is requiring the certified electrician instead of asking for a guess of what they mean?

If you want to know what they mean, go ask them, not some body else!
