He might have for sure, if so I have never seen a screw in one that is dim-able.

When I hear CFLs (compact fluorescent lamps) I picture 2, 3 or 4 pin plug in lamps. :)

But , before you plan to buy or propose the system , keep in mind dimmable ballast would cost 3-4 times more than normal elecrtonic ballast.

Phillips Lighting has had dimmable compact fluorescents since they introduced a bulb called the Earth Light half a decade ago. Search for "dimmable compact fluorescent" at the Phillips site and you'll get a selection to choose from. This product page is of a Marathon lamp with an electronic ballast that dims with a standard cheap dimmer.
