Can anyone tell me if all new Cutler Hammer CH style breakers conform to UL 489 standards or otherwise be HACR rated?

HACR testing has been a standard part of UL489 for maybe the past 15 years or so.
Since this time, breakers are no longer required, by UL, to carry HACR labels.
Several manufacturers offer 'HACR' labeled breakers, at a price, for those few AHJ's that require one.
