chain link fence grounding

Location: Refinery, non classified area
Question: does the chain link fence on the perimeter of the property, need to be grounded? does anyone have experience with this?
 
I would think that by nature of it being wired to metal poles stuck in the ground that it is already "grounded" for any practical purpose, but that in a legalistic sense the pole is not a GE since it is not eight foot into the ground.

250.190 Grounding of Equipment. current carrying
metal parts of fixed, portable, equipment
and associated fences, housings, enclosures, supporting
structures shall be grounded.

This only applys to 1kv and higher voltage systems though.
