Challenger panel replacement breakers

I found a site stating that Eaton BR is a approved breaker for Challenger panels. It actually says the panel doesn't have to be changed just all of the breakers noting that the bus wasn't the issue. Has anyone heard of this and if so with documentation for the insurance company. Thanks,
