New words added:

250.64(E) Raceways and Enclosures for Grounding Electrode
Conductors. (1) General. Ferrous metal raceways and enclosures for grounding
electrode conductors shall be electrically continuous from the point of attachment
to cabinets or equipment to the grounding electrode and shall be securely fastened to theground clamp or fitting. Ferrous metal raceways and enclosures
shall be bonded at each end of the raceway or enclosure to the
grounding electrode or grounding electrode conductor to
create an electrically parallel path. Nonferrous metal raceways
and enclosures shall not be required to be electrically continuous.
(2) Methods. Bonding shall be in compliance with 250.92(B)
and ensured by one of the methods in 250.92(B)(2) through
(B)(4).

Does this clarify that a bonding locknut would be sufficient for bonding a metal raceway entering a service enclosure that contained the GEC?

IMPO, the way I see it is, if a locknut (even a non bonding type) can establish a metal raceway as being an EGC per 250.118 it certainly can bond a metallic sleeve for a GEC.

250.64(E) mentions 250.92(B)(2) through (B)(4) which wouldn't permit standard locknuts.

I agree, and that is why I started with "IMPO" just a personal common sense issue I have with it.

With that said 250.92(B)(4) specifically states "bonding-type Locknuts"
