What is the 70e rules on changing 8 ft bulbs while ballast is energized? Is any ppe other than safety glasses required?

70E does not directly address fluorescent lamp replacement. Your employer's safe work practices program policy might address that directly if they so choose.

Wear gloves anyway to prevent mercury getting into your body in case the fluorescent tube light is broken accidentally when changing it.

You should probably have the safety rope tied around your neck in case you fall off the ladder while trying to change them. :)

Personally, I am not convinced there is an exposure to electrocution hazard with such a task, but some think differently.

I would be more worried about falls and broken glass than anything else.

Electrocution no. but I have be zapped changing 4 footers when it gets stuck and I don't think and touch the metal end of it.

Electrocuted as in dead not so much but getting shocked by the output of a ballast for 8' T12s hurts a lot for sure. Grab the spark plug lead for your mower for a good example. :p

Thanks guys but I'll pass on the rope around my neck lol. When I was working for a EC the owner had his hand on the one end of a ho and put it in dropped him like a rock but he was ok.
