Reading 200.6 it read to me that i can only change the color of the wire in a multiconductor if its the neutral. Is there a code that say i cannot change color or just a standard practice. i will have 4/c #14 3/c #12 all black with a bare ground or no ground.

There are no restrictions on the re-identification of ungrounded conductors. Use of other than white and green as grounded and grounding conductors in a multi-conductor cable is permitted by the code rules. 200.6(E) Exception 1, and 250.119(B).
Since the grounded and grounding conductors are the only ones that require specific colors, there is no reason for there to be re-identification rules for ungrounded conductors.
