It is legal to remove the 'guts' of one HID type, and replace it with another?

IE; If I had a fixture that is 250w HPS, is it 'legal' to remove the ballast, ignitor & capacitor, and replace it with the workings of a 250 MH?

Right here.
I do that all the time. If it's "illegal", that's one law I'll break. Figure that most fixtures are going to come in the exact same housing, when you order them from new, whether they be HPS or MH.

I have also replaced 400w MH ballasts with 1000w MH ballasts and used the 1000W reduced jacket lamp. Mind you, these were huge fixtures to begin with.

I recently installed 3 HPS wallpacks at a school, and one ended up being a MH.... box was mislabeled. I didn't notice the difference until I installed the bulb.

So I had always wondered if it's OK do change them like that in the field.

Did you notice if the lamps didn't last as long as a result? I read something a while back about the lamp/reflector combination needing to be right, and it was something to do with too much heat being reflected back into the arc tube which can reduce lamp life.

You might be right, Peter. The one's I did are still going strong, years later with the same lamp and ballast. Mind you, the particular HID floods that I consider a good candidate for upfit from 400W to 1000W reduced jacket were available either way originally. An "ordinary" 400W fixture normally won't accommodate the size of the 1000w ballast.
