Changing out a fuse panel

If I am changing out an old fuse panel in the same location, can I add 1 new romex circuit ( 2 pole 30 A tankless htr ) with a gfci for that circuit only and use regular breakers for the other circuits ?

Would changing out a receptacle to tamper resistant ( a device ) cause me to put an acfi breaker on that circuit ?

A service replacement does not trigger the need for AFCI protection unless more than 6' of wiring method is used to extend the existing conductors so standard CB's could be used. Any new circuits would need to be installed under the current adopted code in your area.

The changed receptacle would require AFCI protection. GFCI protection may also be required depending on the location. How you do that is up to you.
