changing out FPE panels

EC is changing out panels in an area full of townhouses. Does he have to use AFCI breakers, where it is now required, since he is going to a different type of panel :?
 
Apparently, he has found some CH "guts" that will fit in the FPE panels. He says that they are listed.
Any comments?

Just some code points

To the code a panelboard is the bus bars and such that hold the breakers or fuses and the rules are found in article 408.

Panelboards are installed in cabinets which are covered by article 312.

The CH panelboards are designed to fit other brand cabinets and are listed for it.
 
Question is do these "retrofit" panels need to be listed for retrofit purposes?

Never used one, but my guess is they are just easier to retrofit then most others.

Get some of those older GE panels with the narrow cabinet and filled with half size breakers - I'd think you are going to have a hard time retrofitting just about anything into them, same with a lot of FPE panels.
