Changing out old and outdated RV pedestals

My question is that if you own an RV park, whether you can replace existing pedestals with new pedestals if you are not running any new service or using any new wiring without using a licensed electrician in Wisconsin? It is basically disconnecting the wires in the old pedestal and then connecting them into the new pedestal.

From the way you worded your question and the information in your profile, I infer that you are not now, and are not retired from being, an electrician.
