Changing screw on receptacles.

If you change the listed screw on a self grounding receptacle you must ground it, I have heard this thousands of times. Can someone please tell me where to find it in the code book, I checked 210.52 I checked 250, I checked 404, 406 Thank you in advance
 
The only thing close to this being a requirement would be in article 110 regarding the listing of the device with the supplied screw. IMO if you remove the factory 6-32 screw and replace it with another 6-32 screw no bonding jumper is required.
 
It isn't the screw that makes it self-grounding, its the little spring the screw runs through.
True, but I have heard it argued that the replacement screw and spring combination has not been tested to see if can safely carry the fault current which is probably the basis of the OP's question. IMO tested or not it doesn't really matter.
