This change provides a more linear arrangement for Chapter 2 Wiring and Protection. A part IV can be added to to Article 210 for feeder requirements. The separation of grounding and bonding will provide clarity that each is a separate fundemental and both serve a separate function.

I like the logical progression. It complements flow charts in 230 and 430.

Devil's advocate:
If I ground a service using a GEC in a metal conduit, I have to bond the conductor to the conduit under certain conditions. So to properly ground the service I have to go to two different articles.

I see your point about the different functions of grounding and bonding, but they intertwined. I don't if two seperate articles would help or hinder understanding of the req's.
