charging for time getting zoning approvals

How do y'all charge for hours of time going to zoning variance and use meeting on behalf of a customer for electrical changes or installations. Had one that spent days in total going to various meetings for zoning approvals, wet lands use and approvals, FEMA approvals, etc. Then add in hours of paperwork to only have one of the steps refuse.

...but if it's a "submit this form and wait for our approval," I'd say the clock stops until you get the answer! (speaking as a homeowner)

It's not just submit a form, yes you have to submit a form but then there is scheduled several meetings with zoning boards and variance boards that you go and sit around for several hours waiting for your case come up. Then answer a few questions from the board members and then go another time for public input then again before the board and then maybe you get an answer, or need to get more information and another meeting. All of these are at least 2 hours plus time to travel to the meeting after hours. And then they can shut you down and you don't get to do the job, or rewrite the proposal with changes to adress there original concerns that couldn't get satisfied within the origainal scope. and start the process again.
