Chase nipples

Replaced panel that was originally installed over 20" trough that feeds walker duct. Used 3-2" chase nipples to feed branch circuits. Used center chase nipple for about 15 neutrals because of proximity to neutral bar. AHJ said I need to splice neutrals and pull them through with other conductors. 300.3 B applies if a chase nipple is considered and raceway. Wondering how it falls in application.

The neutrals need to enter in the same raceway as their corresponding phase conductors to mitigate the possibility of heating.

300.3(B) Conductors of the Same Circuit. All conductors of
the same circuit and, where used, the grounded conductor
and all equipment grounding conductors and bonding con-
ductors shall be contained within the same raceway, auxil-
iary gutter, cable tray, cablebus assembly, trench, cable, or
cord, unless otherwise permitted in accordance with
300.3(B)(1) through (B)(4).

I don't think a chase nipple is a raceway. I also think you already lost this argument with the inspector. Just go fix it. It's a few wire nuts and some of your time.
