its probably for future pump mounted LCD display.
great, AV installers are putting 'outlets' in gas pumps.
I bet there is a piece of romex coming out of the back of that receptacle, strung through the pumps control wire conduit, where it comes out of the ground inside the gas station with a male cord cap on the end of it plugged into some sort of $2500 power conditioner.
