Chilled Water Pipe Bonding

Problem: Chilled Water pipe is corroding (caused by condensation) at the bonding point to the grounding electrode system. The CW pipes are bonded right before they exit the building to the campus for distribution. We have 4/0ground grid around the entire chilled water plant, which is what the CW pipes are bonded to. The CW pipe bonding is open to the air with out the insulation, thus causing the condensation at this point. The grid conductor is bolted to a plate which was welded to the 24" pipe.

Anyone run into this problem before and found a suitable solution?
