Chiller Changeout

Hello All
The old chiller is fed with a 400a breaker and 300 MCM thhn copper. The new chiller has a 243 MCA and a 250 MOP.
If the new chiller has a unit mounted 250a breaker, does the 400a breaker at the panelboard need to be changed to 250 amps?

I'm seeing it as you must change the breaker in the panelboard due to 240.21. I don't see anything in 440 that says the location can be changed from the beginning of the circuit.
 
It sounds like they were pretty skimpy on the original 400a Feeder but I would say the existing conductors meet the MCA's and the 250a breaker covers the MOP.

If you can comply with any of the feeder tap rules it may be acceptable.

Outdoor taps can be unlimited in length.
