Chiller Disconnecting Means?

We have 400 amp 480 volt 3-phase chiller that has a built in disconnect from factory.
Are we required to install a disconnect adjacent to chiller?
If built in disconnect is turned off, the unit still has power to it.
I thought there was a new code that stated a disconnect was required for this reason.
Please state code article for reference.

What Code cycle is in effect and do you need any type tool to access the disconnect ?

Disconnect is approachable and no tools are required to operate selector switch.

With the disconnect OFF or open the only thing that has power is the line side of the disconnect?
