The radio??? No way.

TV...only if the DVD player is in Fast Forward. Off the air or cable..again, no way.

I think your customer may have problems other than electrical in nature. How would an electrical problem cause the speed to change in a broadcast signal? An old record player, perhaps. A DVD player; I am not sure how the digital signal is processed and if rotation speed would effect it, but I suspect not. But a broadcast signal from TV or Radio either will work or not work, you cannot effect its speed.
 
Did your customer buy this stuff overseas, and change the plugs from the 50hz model to the 60 hz model as a DIY project? :D ;)
 
Here's a thought...

The speed of sound at sea level is slower than at 10,000 feet.
So his audio system is designed for Rocky Mountain highs!!!
It's a Colorado System.
