The choke effect on the GEC is only significant if the GEC is going through a ferrous metal raceway or enclosure for any significant distance.
If the connector is brass or aluminum there will be no choke effect. There can be a very small choke effect just going through the ferrous metal wall of an enclosure, whether you clamp the GEC or not. So specifically for lightning induced (high frequency) current handling, it makes some sense to use something like a Kenny clamp to bond to the enclosure right at the penetration.

The Kenny clamp mfg maintains its a code requirement to clamp the GEC on the wall of panel enclosure. Many long discussions here maintain that its not required. The Kenny clamp is a good product and when installed looks correct. There is another company that makes a similar and less expensive clamp but of course I don't recall the name!
